I've got Ben's problem, too, and when I try to visit
the troubleshoot page I get a popup:

Line: 151
Char: 5
Error: Automation server can't create object
Code: 0
URL: http://v4.windowsupdate.microsoft.com/troubleshoot/

and when I OK it there's nothing on the page.

I've been trying Symantec's WinDoctor on this system, and
there are some missing "ActiveX/COM subkeys" and some
references to a missing file C:\Windows\System\MSXML3.DLL.
I don't know if that's the problem.  Is there a way to
reinstall some part of the OS, like the ActiveX subsystem?
Any other ideas?
