I'd say it is the result of Scribd learning that they cannot accept even well-meant third-party takedown requests, since third parties may be uninformed of the copyright holder's intentions. I suspect they will accept first-party requests without proof of identity--have you had trouble getting your own work removed? What is missing is a way for a copyright holder to issue a blanket proxy for certain works to be removed upon discovery. The discovery of the works should probably be carried out automatically.
