I would ask how many 10 digit numbers there are with this property,
assuming we don't count zero as a single-digit number.

I have only been able to produce a heuristic argument that the number
is fvk snpgbevny gvzrf fvkgrra.  I'd like to see a concise rigorous
argument, or barring that, confirmation by computer search.
