A charette (or charrette) the final project of architecture students,
traditionally a large design performed under intense time pressure.
Charette is French for a cart, which was used to transport the
drawings.

I believe a "housing charette" refers to an intensive design effort by
professional architects to supply housing on a _pro bono_ or emergency
basis.
