It wasn't "obviously" a toy grenade until they opened up the guy's
luggage and looked at it.

That said, I think that evacuating the terminal was a bad overreaction.
They should have simply figured out who's luggage it was and asked him
to open it for them.  "Oh.  A toy. Sorry to bother you."
