Concerning the political aspect, your comment about it being a fantasy is amusing, especially since one part of the speech shows (or attempts to show) that the dream is realistic. However, overall I consider the political tone to be nonpartisian, pro-American and pro-humanitarian. Toastmasters are supposed to avoid conventional politics even more than WSFA. Bottom line: I will submit it and let you make the call. However, expecting a "world of liberty, opportunity, justice and peace" clearly puts it into the fantasy category and therefore a legitimate subject for the Journal. Sure, by all means submit it.
