Technically it is illegal if the jobs are the same.  But what too often
happens is that two people do essentially the same work but the woman gets
the title secretary while the man is called an executive assistant and gets
the higher salary.  This is much harder to prove as discrimination.

Still, the studies I have seen about different salaries show that in most
(but far from all) cases differences in average salaries between men and
women come from the disproportionate number of women in low paying fields
like education, social work, and health care.
