Why would he have to pay more?  Employers do not advertise their
shortcomings.  "Wanted:  Project manager.  Must be expert in
statistics.  Duties include typing memos for president."  Nope.  At
most, he will have slightly higher than average turnover.  Most likely,
he'll find someone to put up with it.  Probably lower quality than the
original person, but bosses aren't very good at determining "quality".

My first engineering job, when I left, the advertised salary for the
opening was *double* what I was getting, and half again the pay in the
job that I left to take.  Why didn't they make me a counteroffer?
"Against company policy".
