Actually, that's really not true.  There are more
people in NYc, ergo paying more in taxes. Plus in city
property is assessed at a higher rate than the rest of
the state.  This comes up every time school budgets
come up, because the tax is collected and distributed
statewide not community wide and NYC consistently
contributes a higher percentage of the pot than it
gets back.  The same is true where public
transportation subsidies are concerned.
