Another data point.  My ISP, Heller Information Services (his.com or
hers.com) charges $30/month or $324/year for an account with 150 MB disk
and 5 GB/month bandwidth and unlimited e-mail aliasing (ie, we could all
have  at wsfa.org mail accounts, with mail sent to a wsfa.org address
automatically forwarded to a "real" e-mail address.)

They're local (Rockville) and have been in business since 1984 (they
started as a Macintosh BBS).  From a network standpoint, they've been
totally reliable; only problems I've had have been the result of pissing
matches with Verizon (big surprise, right?)

Site maintenence is via vanilla FTP and the weblogs look just fine with
Lynx. (you miss the fancy graphs and pie charts.
