Both sides seem to think that by killing enough civilians, they will
"destroy the will to fight" of the other side.  Just like the Germans
destroyed the British will to fight in the bombing of London.

There have been terror campaigns that "destroyed the will to fight" of
the military forces, but the only ones I know of were a long time ago,
and of a savagery that simply would not be tolerated today.

Right now, it's just murder, on both sides.  Accomplishes nothing,
except to make an eventual settlement more difficult.
