It's because the year 2100 is not a leap year.  The 'normal' 28 year gap
is caused by each fourth year being a leap year, and each seventh day
being a Friday.  4 x 7 = 28.  The year 2100 not being a leap year is a
consequence of an exception to the rule that every fourth year is a leap
year, according to the design of the Gregorian calendar promulgated in
1582.
