The content is meaningless technobabble. It is most likely a ploy to collect live email addresses, and thereby to sell something, quite possibly gov't grant information. If you go to www.federalfundingprogram.com , and click on the link there, you might find out whether that is an attempt to collect money. I won't click on the link for fear it might download malicious software, or collect my default email address from my browser. www.deutschland.de is a legitimate portal domain operated by permission of the German government (anything with TLD .de would almost have to be), but probably the sender is faking any legitimate association with that domain (note the 'do not reply...' instruction). That domain does not appear to offer email hosting to the public. If you provide the full header, Keith Lynch will probably be able to decipher it, and he might be able to readily identify the source as a known spam source.
