Ok, I can't resist...

The first personal computer I worked on was a kit purchased by a
friend.  It was an Imsai 8080A with 4k ram, no keyboard, no video, and
no drives.  We entered programs one byte at a time using a set of red
toggle swittches with matching lights.  The storage was to 1" paper tape
and the only output device was a modified teletype machine.

The first PC I actually owned was a TRS-80 with 4K and a tape drive.

And to answer Ernest's original question, I think you should take a look
at MySQL and PHP.  There are a lot of tools out there for using them for
webdatabase development.
