I think you need to address the government = bad (or at least incompetent) views that hold sway in much of sf (especially in the Analog school of hard sf).  There is the idea that government bureucrats get in the way of those who do the real work, if only the private sector ran the space program there'd be a hotel on Mars by now, that a bunch of misfits could put together a spaceship in their backyard that outperforms the government's models etc. (cf Varley's Red Thunder) etc.
