There is the idea that government bureucrats get in the way of those who do the real work, if only the private sector ran the space program there'd be a hotel on Mars by now, that a bunch of misfits could put together a spaceship in their backyard that outperforms the government's models etc. (cf Varley's Red Thunder) etc.
