The process of building around here seems to involve massively
bulldozing of whatever was there before and replacing dirt with concrete
or asphalt wherever possible.  I'd be very surprised if cicada nymphs
would survive having all of their trees being bulldozed and the remains
  paved over.

The cicada invasion last time was pretty impressive.  It'll be more
impressive if I start seeing little holes in the parking lot ...
