It seems to be back.  I think their server was overloaded.

It's a nearly exact duplicate of the "real" Emergency Preparedness
Website at <http://www.preparingforemergencies.gov.uk/> (note similar
URL), only from "HM Department of Vague Parinoia" and containing advice
like "Run away!"

Apparently, the British are just as tired as Americans about vague
terrorism threats and helpful advice like "don't run into burning
buildings" (yes, that's on the "real" Website).
