Oh ghod!  I know *that* one.  When I was working Officer Promotions at NSA,
my superiors were permanently sending my announcements back, to change a
comma to a semi-colon, so I would get my notifications done in oodles of
time, and by the time the powers that be were finished pissing in them, the
Senior Raters would have only a couple of weeks to work on the promotion
packages.  I finally took to putting out a draft copy to the Senior Raters
when I sent the initial letter up for approval.  That way they at least had
warning that something was coming up.
