"On October 19, 1956, the Joint Declaration was signed by the USSR and =
Japan, formally ending the state of war, establishing diplomatic relations =
and resolving most of the outstanding issues between the two countries. A =
formal peace treaty however was not concluded."

& the Brits are still paying. See: http://www.publications.parliament.uk/p=
a/ld200102/ldhansrd/vo020708/text/20708-03.htm, scroll down to "World War =
II Debt". And a bit further down: "My Lords, the loan originally was =
=A31,075 million, of which =A3244 million is outstanding. The basis of the =
loan is that interest is paid at 2 per cent. Therefore, we are currently =
receiving a greater return on our dollar assets than we are paying in =
interest to pay off the loan. It is a very advantageous loan for us."
