   You are assuming that human sacrifice has some benefit
and are merely trying to see whether it matters which
category the victims fall in.
  You should try
    a)  Do nothing
    b) sacricifice unwanted animals
    c)  sacrifice large valuable animals
    d) sacrifice criminals
    e)  sacrifice high priest/king

Of course droughts aren't that common so it would be hard
to get collect enough examples to reach a valid
conclusion.  Also people tend to panic when faced with
hunger and starvation and death.
