I think that just deleting them would be better than trying to reject them... ;-) There are things that can be done to cut down on SPAM in e-mail and some of it is even legal, but the way the system is designed, you can't stop it short of turning it all off as you say. Most of the protocols on the net are like that...they were designed to be easy to implement (the older ones anyway...nobody would say that about IPP...), not robust or secure or impossible to misuse.
