The British Transport Sectetary has announce his intention to press ahead
with a variable road pricing plan.  Under the 'pay-as-you-drive' plan,
motorists would be charged as much as $2.50 per mile (equivalent) to
drive a private car on Britain's roads, and trucks, presumably, would pay
more.  Vehicles would be tracked by satellite.  The news item says that
the technology to do this already exists.
