The Pennsylvania Ave exit is not from 395, but from 295 -- the Southeast
Expressway which continues past the Third St tunnel through which 395 goes
north under the Mall.   So just stay on the elevated Southwest-Southeast
Freeway until it forks.  Pennsylvania Ave is the left fork.  It's well
signed.
