Capclave past and Capclave future were done twice, due to certain
people's late arrival.  I took the liberty of combining them, and
not mentioning when the same thing was said two or three times.

The minutes are an idealization, with, for instance, announcements
moved to the announcements section, and new business moved to the
new business section, even if they were spoken at some other time.

It might be interesting to type up a literal word-for-word transcript
of a meeting, like I do at work.  (Well, ok, I'm not usually the
transcriber at work, just the proofreader.)
