It's a solar village being constructed on the mall which will be open from October 7-16. The site says: Designed by Students, Powered by the Sun The Solar Decathlon brings 18 college and university teams from around the globe to participate in this unparalleled solar competition to design, build, and operate the most attractive and energy-efficient solar-powered home.
