I don't *think* Keith was referring to me, but I can tell you that quote marks go outside commas in most quoted phrases, as they also go outside periods. But when exclamation points or question marks are involved it depends on whether they are part of the passage being quoted or reflect the emphasis or question of the person *doing* the quoting. --Ted White
