Neither cares about performance. My special ire is for the school custodian's union, who by setting up work rules never really had to do their job, and could make amazing amounts of overtime money. Are MTA employees city employees, or are they paid by the MTA itself, which is one of those quasi-governmental agencies that Robert Moses set up in the 30s and 40s?
