Canada did not have a draft during the Vietnam War era, but Canada did have a draft during World War I. At the time, men resident in Canada (including American citizens) who wished to leave Canada, even it was just for a short visit and return, had to obtain a "Permission to leave Canada" document. The reason for that requirement, I think, was to discourage people from avoiding the draft by leaving the country for the duration of the war. Ron Kean .
