I was under the impression virtually all prison
systems use prison labor.

In NY State most of the furniture at the State
University is made by prison labor.  The prisons are
cleaned by prisoners. The prison laundry is staffed by
prisoners.  License plates are made by prisoners.
Many prisons have farms where produce that is eaten by
the inmates is grown.

The work is more or less voluntary.  You cannot be
forced to hold a prison job, but if you do not, you
only receive "idle pay" of 25 cents a day, which
doesn't go very far in your prison commissary account.
