I think Stan Robinson is probably on a number of short lists for
Worldcon GoH, his first novel was in 1984 (one of Terry Carr's SF
Specials, see: http://en.wikipedia.org/wiki/Ace_Science_Fiction_Specials
for details), and he had short fiction published prior to that.
