In Vienna, Austria, they've gone to a meterless system.  You buy books of
parking chits good for a certain length of time.  When you park, you fill
in your arrival time, and leave the chit on your dashboard.  The
"non-meter" maids have to look closely, but they still write plenty of
tickets.
