One way to reduce the sheer number of people wanting in would be to
reduce certain things, or eliminating them entirely:

Kill the Masquerade.

Kill any film/video programming.

Kill gaming.

Have the Art Show juried.

Only book dealers in the huckster room.

This should result in

a) a smaller Worldcon

b) the disenfranchised at the gates with pitchforks, this might be the
