This has been common practice who many years for anthologists who have
obtained reprint permission for the original edition of an anthology and could not
find the author for a reprint edition.   Many publishers have escrow accounts,
as do agents, and even magazines.  I once got a several-year-old check because
of something like that.

I am suspicious of someone who claims to have been damaged by having their
work made available. (In the case of an established author not wanting *some* of
their work reissued, maybe, but they can probably be found.)
