I'm not commenting on the content of the above...it's a bit too tough
to read after a long day at work...but the format is interesting.  It
would appear that it was probably originally posted as
"quoted-printable", but that header line was lost somewhere along the
way, or it got translated or something, so that all the control
characters are showing up in hex now, preceded by an equals sign (0A
is a line feed character, which unix uses as a line
terminator).  Sam, just out of curiosity, what did you use to post
this?  There's nothing left in the header that says (which I assume
is a result of Keith's list processing software).
