Since the message came from an army.mil address, my guess is the garbage
was an appendage which is automatically added, and that there may be no
practical way for the sender to stop it.  If Lee were to send a test
message to an email address where there is a Windows computer, that
recipient would probably be able to see what the garbage is supposed to
represent.
