...and general head of publications, which includes the web site and
official listserve.  The actual duties for those last two are
delegated, but the secretary is in charge of them.

Could very well be, though it's generally hard to get good help if
some of the employees I've run into at various businesses lately are
any indication.  Like the "customer support" guy at verio.com who,
when I expressed my dissatisfaction with their performance on a
simple task (set up 4 domain names and some web space...i.e. what
they do for a living) by suggesting that perhaps I should cancel the
request and sign up with another provider, said, "You gotta do what
you gotta do..."
