As has been described in various posts, Cathy is president, and was assigned the task, but was unable to carry it out as soon as would have been preferred by all (including her). The same thing that prevented her from sending the letter, also prevented her attendance at several WSFA meetings in a row, which Steve Smith (as VP) ran, so she was unavailable to comment on the matter in any of those meetings. Blase and organizations intended for fun and social interaction often go together, and you don't need to feel personally picked on over it. WSFA is blase about lots of things, and has been frequently over an extended period of time. For instance, WSFA has apparently allowed its corporate status to lapse on at least 3 occasions due to inattention, and failed to file tax returns more often than that. Periodically this rises to the level of crisis, and it gets fixed...until the next time. It has been recently resolved not to do this anymore...but I suspect (without any specific evidence) that that has happened before too. When it isn't fun anymore, one should stop doing it.
