Somebody must have been genuinely paranoid about being sued.
I used to know a professional restaurant health inspector.  As I
understand it, the two-hour rule is for cooked meat, not raw broccoli.

There was a period during the 1990s when I frequently got sick at cons,
and finally experimented with carefully not eating any of the con suite
or party foods, which stopped it.  I still went to the parties, I just didn't
eat the food.  Later I began eating the con food again, and did not become
ill, so I assume somebody somewhere finally learned to wash their hands.
