Then you should stay well away from Exchange (which is Microsoft's mail
server...if you are going to Outlook, you are probably going to Exchange
on the backend).  I've worked at more than one place that ran Exchange,
and mail was always dying, getting screwed up, and generally not working
all that well.

If you want a commercial product that can handle the volume, talk to
Process Software about PMDF.  It's industrial strength e-mail
processing, and runs on several different OSs (including Windows if you
insist on having the high overhead).
