I loathe Pullman's books, but he is absolutely accurate
in this speech.  It should be read into the record at
every annual town financial meeting, and posted in
every library, too, to remind people.

Without public libraries, Terry Pratchett would never
have discovered that he liked books. I would have read
some, because we had more books in our house than most
people, but I would never have read as much as I did.
We went to the library twice a week.
