Is the problem one of display all the time,
or one of potential public display at certain
times, such as at model railroad conventions?
If it's a convention-situation problem, the
skyscrapers could be made collapsible or
even have sliding adjustments for whatever
height the ceiling is on location.

Also, very few people would notice a difference
between a 7.5 foot tall skyscraper and a 10-foot
tall one, when there are all the flying cars
to look at.
