Only it isn't a hovercraft...it's a GEV (Ground Effect Vehicle).  I.e.
an airplane designed for flying within 1/2 wingspan of the ground.

You get more lift from a wing in that situation...as anyone who's tried
to land a small plane at too great a speed can tell you.  They tend to
float a long way down the runway....
