If you deny dialysis to people under 56, then people who are under 56 won't show on the list of people who _have_ dialysis.  They would show on a list of people who _need_ dialysis, but that wasn't what the website said.  The website only said that most of the people who _have_ dialysis are over 65 - which doesn't address anyone who _needs_ dialysis but doesn't get it.
