Sure. Years ago the Council offered extra regenerations to the Master when they wanted him to do something for him. Rassilon was involved in that one, too.
Regeneration is a process, not inborn to Gallifreyans. (And there was one episode that has been carefully ignored ever since, in which a different culture had a much better process.)
The definition of "Time Lord" is iffy, in my opinion, but at least once a Doctor said that once his regenerations were used up he wouldn't be a Time Lord any more. I think that was writer-flaw; the plot also involved his being able to give his regenerations to someone else, which doesn't sound right. But the producers never worried about keeping things consistent.
