He reports, living in NoVa, he pulled on the card reader before swiping
his card.

A report, months ago, showed slip-over skimmers for gas pumps: *look*
before you swipe. Looking down, normal card readers in pumps look like

The ones with the skimmers look like

with the skimmer just shoved onto the end of the real one.
