SUMMARY:

The purpose of this position is to coordinate the effective use of staff's
time and ensure efficient communication between team members engaging in
development and support activities, other IT work areas, and end users.
Reviews and assigns work order requests to appropriate staff.  The coordinator
acts as a resource for staff regarding technical advice and resolving
problems. The incumbent will also serve as a first resource to handle
questions concerning the custom developed systems and databases. The
coordinator needs experience leading a technical team, as well as, strong
analytical and problem-solving abilities. The incumbent must understand and
conceptualize applications from both a technical/programming perspective and a
business point of view. Because s/he deals with both technical personnel and
business managers/administrators, as well as participate on project teams, the
coordinator needs strong interpersonal and communication skills. The incumbent
must also have strong project planning skills and demonstrate advanced
analytical, troubleshooting and design skills. The coordinator will apply
special emphasis on the enforcement of security standards and best practices
within the application programming environment.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Monitors projects and requests, and provides a weekly status report to
Systems' Director.

Responsible for enriching current knowledge to obtain an overall understanding
of software (in-house developed and COTS) systems and for supporting, (i.e.,
modifying and enhancing) existing proprietary application software used within
the organization.  Monitors and ensures issues are identified, tracked,
reported on, and resolved in a timely manner.

Exhibits extensive knowledge of emerging industry practices when solving
business problems and technical issues. Recognizes system deficiencies and
implements effective solutions. Suggests areas for improvement of internal
processes along with possible solutions, and coordinates tasks to execute the
changes. Consults with programming and technical colleagues on the designs and
implementation solutions to complex problems.

Evaluates information technology projects, strategies, and solution
development needs, and to establish priorities, determine scope, identify and
deploy appropriate resources to help meet the Funds' goals and business
objectives in a cost effective and timely manner.

Analyzes complex business problems and assesses how automated systems can be
implemented to solve them. Plans, directs and coordinates software application
maintenance for the organization's information systems. Provides IT support
for regulatory and compliance activities.

Troubleshoots multi-platform software and data problems; directs staff on the
approach for resolution, and provides solution to users. Skilled in performing
high-level root cause analysis for service interruption recovery and creating
preventive measures and skilled in recommending system changes and enhancements.

Other key responsibilities include a principal lead Database Administrator
(DBA) role to develop, maintain, and modify the database management systems
(DBMS) found on a variety of computing platforms. The employee also plays a
lead .NET developer role that includes managing the migration of all .NET
applications to the most recent Microsoft Visual Studio Environment.

Continues enhancing understanding of technology with a focus on delivering
business solutions that include strategies for risk mitigation and contingency
planning. Runs complex projects/programs from design and development to
production, which includes reviewing and editing requirements, specifications,
and recommendations related to proposed solutions. Works closely with the
users to oversee the definition, testing, training, implementation, and
support of functional requirements.
Follows and enforces established Project Management protocol when working on
projects. Strong analytical, leadership, and project management skills are
required, including a thorough understanding and working knowledge of the
Funds' Project Management Methodology.  Creates and executes project work
plans and revises as appropriate to meet changing needs and requirements.

Works as an individual contributor with the ability to take the lead on tasks,
assist other staff, and handle tasks independently, while maintaining high
levels of productivity. Determines technical feasibility and impact of
requested program changes within the organization's existing information
technology architecture. The employee must demonstrate the ability to multi-task.

Demonstrates solid leadership skills when proposing opportunities created by
new and emerging technologies that may be of potential interest to the
organization. Instrumental in the development and implementation of strategic
technology plans. Directs and influences enterprise-wide systems architecture
decisions.

Provides technical leadership to less experienced application developers and
support staff, by assisting and advising in such areas as distributed objects,
intra and Internet deployed applications, Transact-SQL, .NET development,
Visual Basic, Data window .NET, and Crystal Enterprise Management. Writes
object and process specifications and reviews those developed by other
application development staff. Using established standards, translates object
process specifications into computer instructions.

Provides system security by creating privilege structures, and enrolls and
grants these to users; works with developers and support team to ensure that
security is maintained throughout all elements of applications. Diagnoses,
analyzes, and resolves database/application failure which may involve
conducting extensive research within various areas to ensure that all
problematic factors have been assessed. Provides expertise for advanced
troubleshooting of system performance and optimizations. Consults on the
designs and implementation solutions to complex problems.

Handles all aspects of the "Change Management" process (utilizing tools such
as SourceSafe, TFS) by reviewing all requests from staff for stored procedure
and GUI object migration, confirming that the request is viable, and
completing the migration.

Prepares technical reports, memoranda, instructional manuals, process flow
diagrams, and object models as documentation of program development.

Responsible for adhering to all [redacted] policies and procedures adopted to
comply with the Health Insurance Portability and Accountability Act (HIPAA)
governing the privacy, security, and use of protected health information.

Assists with day-to-day activities of the department, as assigned.

QUALIFICATIONS:

architectures, and data loading practices. Also, advanced knowledge of
