SUMMARY:

The purpose of this position is to design, develop, and maintain database and
data warehouse infrastructures that deliver self-service reporting and retain
data needed to respond to important requests. The Data Architect will design
data repositories with the intended purpose of maintaining historical data
from any and all systems that service data requests. The Data Architect will
select the technologies that will improve the efficiency of storing and
retrieving information both for systems personnel as well as end users. The
Data Architect is part of the development team and will develop and support
existing custom applications maintained by the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

Understands and evaluates business requirements for information retrieval and
translates them into database solutions that provide capability and improve
the delivery of information. The Data Architect provides requirements analysis
for both long range planning and for fulfilling data requests. Works directly
with organization members and communicates effectively to understand needs and
explain complex data results

Designs and builds relational database architectures and data warehouses to
facilitate efficient information retrieval. Implements data warehouses that
consolidate information from all systems where decision support reporting and
ad hoc requests can be fulfilled. The Data Architect uses advanced data
management techniques and technologies to achieve results including but not
limited to; multidimensional databases, analytics, data transformation
software, reporting, and presentation software. Researches and recommends
technology solutions related to data storage, reporting, importing, and other
areas of the decision support environment.

Has a deep understanding of the organization's existing data repositories
within the custom developed application environment. Integrates data from
other application databases as necessary, developing strategies for including
data from operational and third-party vendors in the warehouse. Analyzes
patterns of data requests and develops automated reusable routines for
extracting requested information from database systems. Manages security
within the decision support data warehouse environment.

Develops and tests application software, including on-line screens, report
programs, system programs, stored procedures, database triggers, batch
processing procedures and job control command procedures. Also, expected to
develop application documentation to include test plans, test plan results,
automated user Help, as well as, technical and user oriented application
documentation. Directs and guides other team members in the previously
mentioned areas.

Writes detailed descriptions of user needs, program functions and steps
required to develop or modify programs or processes Intra/Internet based
systems following outlined standards.

Analyzes user requests for new or modified computer processes, determines
compatibility with current systems and prepares time estimates. Then, using
established standards, translates program or object process specifications
into computer instructions. Applies performance tuning strategies to assure
that computer instructions execute efficiently and timely.

Analyzes user problems and performs remedial actions to correct problems on
legacy Intra/Internet based application systems.

Prepares technical reports, memoranda, instructional manuals, process flow
diagrams, and object models as documentation of program development.

Responsible for adhering to all [redacted] policies and procedures adopted to
comply with the Health Insurance Portability and Accountability Act (HIPAA)
governing the privacy, security, and use of protected health information.

Assists with day-to-day activities.

EDUCATION and/or EXPERIENCE:

Bachelor's degree from an accredited college or university or a comparable
degreed program PLUS three years of experience analyzing business
requirements; designing and developing systems using object, data and entity
relationship models; using relational databases such as Microsoft's SQL
Server; analyzing and designing application systems; and working in a Windows
operation system environment using software configuration management tools,
e.g., version control, migration tools.

Credit hour equivalent of Associate's degree from an accredited college PLUS
four years of experience analyzing business requirements; designing and
developing systems using object, data and entity relationship models; using
relational databases such as Microsoft's SQL Server; analyzing and designing
application systems; and working in a Windows operation system environment
using software configuration management tools, e.g., version control,
migration tools.

Certificate from a technical or vocational school that has specialized
curriculum in computer programming PLUS five years of experience analyzing
business requirements; designing and developing systems using object, data and
entity relationship models; using relational databases such as, Microsoft's
SQL Server; analyzing and designing application systems; and working in a
Windows operation system environment using software configuration management
tools, e.g., version control, migration tools.

TECHNICAL, BUSINESS, INDUSTRY KNOWLEDGE:

Experience providing data requests against the organization's legacy custom
developed software databases.  Understanding of the organization's business
rules and significance of data elements within the current systems. Advanced
knowledge of Intranet/Internet system design and development using relational
databases such as Microsoft's SQL Server; thorough understanding of software
development life cycle.  Extensive experience in developing GUI applications
using programming languages such as Microsoft .NET platform including
Transact-SQL, Visual Studio.NET, Visual Basic, HTML, XML, ASP, Datawindow
.NET, and Crystal Reports.  Thorough understanding of Object Oriented
Analysis, Design, Programming, and development of object models. Advanced
knowledge and experience in all aspects of database administration.

COMMUNICATION SKILLS:

Advanced - Ability to effectively present complex information or issues and
respond to questions from groups such as managers, beneficiaries, outside
vendors, or outside counsel for purposes such as resolving conflict,
negotiating critical transactions or providing instructions and direction.

Advanced - Ability to read, analyze and interpret general business
periodicals, professional journals, technical procedures and manuals, and
government regulations.

MATHEMATICAL SKILLS:

Intermediate - Ability to calculate figures and amounts such as discounts,
interest, commissions, proportions, percentages, area, circumference, and volume.
