I believe it exists, or once existed, for two reasons:

* Two-month issues were always labelled with both months.  There was a
  January issue and a March/April issue, and a May/June issue.

* The minutes of the January meetings don't appear in any Journal.
  And there's no mention of any such lapse being noted at any meeting.
  The January issue has the December (1988) minutes, as expected, and
  the March/April issue has the February and March minutes, as expected.
